When adding new requirements, I usually want to add a Tag to it as well, but one needs to save the new requirement first, and then reopen to do that. The same would be applecable to relations and attachments. Maybe the underlying problem is that there is no entry in the database yet to link to, but at a functional level one would prefer to have all fields when creating a new requirement.
